The Location One Information System (LOIS)

The City of Clinton is now utilizing the Location One Information System. This centralized database provides the real estate professional, site location consultant, or business executive the ability to conduct real time on-line searches for sites and buildings in Clinton, Illinois.

To attract new companies in today’s highly competitive environment, economic development professionals need to maintain reliable, comprehensive data that is easily and quickly accessible. LOIS is an online searchable database designed specifically for governments and organizations performing economic development activities. It provides data on demographic and economic profiles for states, counties, and communities along with detailed information about their available sites and buildings. Over 2,800 communities and 6,000 available properties are listed throughout an eight-state area on the system. All of the data on LOIS can be printed in PDF or HTML format or downloaded into a Microsoft Excel spreadsheet, thus facilitating a variety of options for analyzing a location.

Business Climate & Economic Opportunity

Available within the City of Clinton, are undeveloped residential and commercially zoned parcels with attractive locations and on-site infrastructure. Available from the City are special business incentive packages. Vocational and classroom educational opportunities are provided through the Richland Community College.

Clinton has a great program to encourage new growth within the City. The program is called Tax Increment Finance (TIF). TIF is the difference between the amount of property tax revenue generated before TIF district designation and the amount of property tax revenue generated after TIF designation.

TIF allows the City of Clinton to use public money to assist existing businesses improve their property and attract new businesses to locate within the TIF District.


The following are redevelopment costs eligible for TIF funding:

  • Land acquisition
  • Rehabilitation or repair of existing public or private buildings
  • Construction of public works or improvements
  • Job retraining programs
  • Relocation
  • Financing costs, including interest assistance
  • Studies, surveys and plans
  • Professional services such as architectural, engineering, legal marketing and financial planning.

Revolving Loan Fund

This program is to help the small businessperson get a business started at a 3% – 5% fixed loan rate. Please contact City Hall and the Administrator of the RLF Program to determine eligibility. Once eligibility has been determined then the appropriate financial information needs to be submitted to the RLF Review Committee for review. If bank financing is used, after receiving bank approval, the participant must submit a Firm Letter of Commitment from the bank he/she chooses for participation to the RLF Program Administrator.
